Obviously in the case of foreign orders, this will make life much easier. I apologize it has been so long to establish.

I have had to redo payment on my end for the site development 3 times; but should know more the early part of the coming week.

Currently ... no. There have been internal issues with PayPal, so use of this source due to fraudulent issues will have to be determined. I don't personally care for this system actually, though if demand is high enough, it may be considered on a trial-only basis.
