I questioned the same thing. The logger stated in one of his posts that the nicotine levels were lower than that of nic patches. As most ppl know, the patches deliver a dose that is generally less than what a person might get from smoking. The patches contain 21mg used once a day. The recommended use of the cream is 1-2 per day....essentially 4-8mg/day. If the nicotine levels are low enough to not become addictive, are they high enough to be effective?
