This should've been in place a long time ago, rules are rules, and it's the user's fault to neglect reading the rules.

Same rules apply elsewhere, if you are speeding and claim you didn't know the speed limit, it's not an "oh, we'll let it slide". No, you get a ticket to remind yourself to constantly pay attention to traffic signs wherever you are headed.
